No Deal Is a Big Deal for Chicago
<html>Last week, Chicago Mayor Rahm Emanuel made a stunning announcement -- the city was putting a halt to the long-running negotiations to privatize Midway Airport. The long-term lease had long been trumpeted as an opportunity to modernize the airport and help stabilize city finances but the mayor decided the deal just wasn't good enough.
The announcement was stunning because the mayor has been one of the nation's leading advocates for using these kinds of public-private partnerships to solve the fiscal crises and urgent infrastructure needs facing American cities. Emanuel's op-ed in the about why he put the deal on hold demonstrated that prudent and reasoned policy-making can help distinguish good deals from bad deals.
Chicago knows bad deals. Former Chicago mayor Richard Daley's parking meter fiasco is a well-known case study in the kind of deals cities should never do. Daley rushed the City Council to vote on a $1.1 billion, 75-year sale of the city's 36,000 parking meters, giving them only a few days to understand the complex deal. The public was shut out entirely and the city ended up with a $1 billion in lost revenue, skyrocketing meter rates and fine-print contract clauses that put the city in a straightjacket for decades.
I've that the parking meter deal was the "fool me once" moment, urging the new mayor to avoid the mistakes of the Daley deal. It seems that Mayor Emanuel has learned the right lessons.
When he first proposed his plan for rebuilding the city infrastructure Mayor Emanuel made clear that funding could come from privatizing existing assets, like Midway Airport. I argued that every deal should first be analyzed by the Inspector General long before the ink is dry. Had the IG looked at the parking meter deal before it was finalized, the city would have been in a much stronger negotiating position, and might not have entered into the agreement at all. This time, the mayor appointed a Midway Advisory Panel made up of labor, business and former elected leaders. The panel hired financial advisers with expertise in these complex transactions to review the proposals from various bidders with freedom to ask tough questions and look into every nook and cranny of the contracts. The mayor asked the advisory panel to ensure the deal implemented a "" and protections for Midway Airport workers.
Second, I urged cities to keep public control of public assets. With this proposal, instead of a 75-year deal that would last well beyond the lives of almost everyone in the city, the Midway proposals were capped at 40 years. The city also required profit-sharing so that a windfall from the airport would be shared by the city. Too often we find after the fact that how things were written directs any windfall conveniently into the pockets of only the private investors.
Finally, I argued that public actions and decisions should be made transparent to the public with rigorous open meetings and freedom of information rules. Compared to the completely opaque parking meter deal, the city's contained all the project specifications and requests for proposals -- a solid step in the right direction.
Mayor Emanuel wrote that he had learned five key steps to guide any similar negotiations in the future:
"First, a group of outside experts should be impaneled at the start of the process to monitor each step; second, there must be a minimum 30-day review by the City Council before the project is voted upon; third,4.12 Nike Donald Brown Jersey, there should be a clear set of standards so the public can judge a potential partnership when it is presented; fourth,Cheap Nike Indianapolis Colts Jersey, the funds should be invested in infrastructure rather than used as a plug for short-term budget holes; fifth,4.12 Reggie Wayne Jersey,Who has been the best player through Week 3-

Who has been the best player through Week 3-
Who has been the best player through Week 3-, a true public-private partnership requires that taxpayers maintain control of the asset and share in management decisions and financial profit."
The mayor did the right thing, so credit where credit is due, but the taxpayers can't rely on his actions alone every time the city considers selling off public assets. The public needs to know that transparency and accountability are the law of the land, regardless of Mayor Emanuel's -- or any future mayor's -- change of heart, political calculations or individual judgments.
A group of Chicago alderman led by Roderick Sawyer is proposing the (PTAO) to ensure these principles are applied fully in every proposal to outsource public assets and services. The proposal would ensure that these deals are fully evaluated in public -to decide if a specific deal advances, or hurts, the city's public interest over the long run.
The ordinance mandates a City Council committee hearing on any proposed public-private partnership, to conduct a cost effectiveness study before the deal is final, to demonstrate real cost savings, and to weigh the benefits to determine whether the deal advances - or hurts public interest in the long run.
If the mayor and the City Council commit to adopting these steps as standard operating procedure by passing the PTAO, then Chicago really will become a model for the nation's cities struggling to maintain growth, rebuild urban infrastructure and provide important public services.</html>

Rookie scouting report- Raiders' D.J. Hayden has long way to
<html>The only NFL position harder to play than quarterback as a rookie is cornerback. Adjusting to the speed, keeping up with the diverse routes most receivers run and being confronted with the raised IQ of the quarterbacks, being successful as a defensive back on this level is a challenging feat.
Raiders cornerback , drafted out of the University of Houston, played just 72 snaps in the first two weeks of his NFL career. On Monday night against the Denver Broncos, the Raiders needed him to help cool Peyton Manning’s hot hand.
MORE: |
Instead, the Broncos picked on the rookie for much of the night,[http://www.yuxiguzhen.com/home.php?mod=space&uid=198202 </ a>, making the Raiders brass a little nervous as they watched their first-round pick struggle throughout the game.
Coming into this game, had this to say about Hayden’s play in the first two weeks of the season:
“Hayden's coverage has generally been very good and he has so far avoided any big mistakes. However, he hasn't yet showed off the ability to make plays like he did in college. Charles Woodson was recently quoted saying Hayden has left some plays on the field,<a href="http://softvent.com/images/Giants-Jerseys-For-Cheap.html" title="Authentic Giants Jerseys On Sale">Authentic Giants Jerseys On Sale], so he's still learning and perhaps playing a little tentatively. It will be interesting how he does tonight against Demaryius Thomas, who is a step above Darrius Heyward-Bey and Cecil Shorts. He's not yet making the plays that the Raiders expect him to make, but that should come with experience.”
In 37-21 near blowout by the Broncos, the Raiders defense struggled as a whole. And unfortunately, Hayden had potentially the worst game of any Raiders defender. While he didn’t allow any touchdowns in coverage, he did allow five catches on five targets to him for 49 yards. He also missed six tackles, all on receivers in the passing game.
, he was Week 3’s second worst cornerback in coverage in the entire NFL.
D.J. Hayden had more than his share of mistakes facing Peyton Manning and the Broncos. (AP photo)
Hayden did see a drastic increase in his snaps on Monday night, likely because they both want to test the young cornerback to help him develop, and because he’s simply their third-best cornerback against a Broncos team that consistently runs three receivers.
said that “his transitions need cleaning up, as his footwork and balance must improve. His hip flex, long speed and explosiveness all suggest he can develop, but just two years of major college football could be what leads to his struggles.”
Against the Broncos, Hayden struggled mightily to adjust his feet as he played off coverage, and was consistently giving too much cushion on his inside routes. Also, when he was tested down the field, his transition vertically lacked fluidity, and he was unable to gain speed, flip his head, and make a play on the ball. On one occasion, he was called for pass interference inside the 10-yard line.
Hayden’s footwork and balance in off coverage should continue to improve. However, he’ll also need to get more physical in both press situations and when picking up and running with his receiver.
Finally, his tackling issues, which weren’t a major red flag out of college but were noted, certainly need to be corrected. The Raiders defense as a whole missed 19 tackles against the Broncos, so it seems to be a team-wide concern. But for a defensive back like Hayden, allowing six receivers on six missed tackles to leave your grasp and gain extra yards is unacceptable.
On Sunday,Authentic Patriots Jerseys Sale, the Raiders face the Washington Redskins, who are averaging just over 300 passing yards per game. Despite the Redskins being 0-3,Authentic Patriots Jerseys On Sale, they have plenty of offensive firepower to score 21-plus points, something the Raiders offense has failed to do this season.
VIDEO: |
Oakland may rely even more heavily on Hayden Sunday,<a href="http://www.dudut.net/home.php?mod=space&uid=167834" rel="bookmark"></ a>, with starting cornerback Tracy Porter’s status after he sustained a concussion against the Broncos. That leaves Hayden to match-up on the outside with Pierre Garcon, one of the best receivers in the NFL so far this season.
The Raiders can’t afford to miss on another first-rounder. Their roster is depleted talent-wise already, and they’re anticipating Hayden living up to the 12th overall selection the Raiders used on him. It’s still young in the cornerback’s career, but the Raiders are banking on him growing up quick. He’ll get plenty of chances to succeed this season, because they simply can’t afford for the rookie cornerback to fail.</html>
Trophy Wife- Turning the evil
<html>Mostly, they’re treated as just handy examples of the avid consumer interested only in the new, new, new! No such extremist excitement exists about the new network TV season launching this week. Except perhaps for the nerdy crowd that’s all OMG! about Marvel’s Agents of S.H.I.E.L.D. (see below). There should be some glee (Glee returns Sept. 26, by the way) about the new shows because even in a feeble new season, there are gems. And sometimes the best new shows are rooted in old stories, but given a twist. Trophy Wife (ABC, CTV,Authentic Patriots Jerseys On Sale, 9:30 p.m.) is one example. It attempts to turn the evil-stepmother myth on its head and has fun doing it. Malin Ackerman stars as Kate, a self-described “party-hopping single” who has ended up married to lawyer Pete (Bradley Whitford from The West Wing). Now, a year later, she is still figuring out the stepmom thing as she deals with Pete’s four children from his previous two marriages, one to uptight surgeon Diane (Marcia Gay Harden) and one to flaky, positive-thinking Jackie (Michaela Watkins). Blended families are a dime a dozen on TV comedies. This one’s a bit different because it focuses on Kate, the struggling stepmother. “I have no idea what I’m doing,” she says, while trying to recover from a bout of drunkenness (long story there). Kate’s a sprite, an anarchist of love dropped into this convoluted and screwed-up family. Stepmothers in our culture are surrounded by myths the evil stepmother and the myth of instant love. There are,Authentic Giants Jerseys Sale, apparently, some 900 stories and folk tales about evil or wicked stepmothers. In our contemporary world, there is pressure on the incoming stepmother to feel instant love for children born to another woman, an impossibility because, in reality, sometimes that love never does happen. Trophy Wife throws these ideas up in the air to see where they fall. Co-creator Sarah Haskins, a comedian and a Harvard graduate, says she based this sitcom on her own experiences after marrying a man 20 years older who has kids from a previous marriage. No matter the source material, the show ends up an interesting bit of whimsy Kate’s no evil stepmom or fool trying to force-love those kids. She’s the one who is mature and likeable,[http://www.patosbreegz.com/forum/viewthread.php?thread_id=57841 Francophones flock to PQ during charter debate- polls</ a>, surrounded by narcissistic adults and children. The Goldbergs (ABC, CTV,<a href="http://keyamassociates.com/Patriots-Jerseys-For-Cheap.html" title="Authentic Patriots Jerseys Sale">Authentic Patriots Jerseys Sale], 9 p.m.) tries very hard to be an interesting sitcom, but the pilot episode is a mess. It draws heavily on the childhood and loud home life of Adam Goldberg, who became an actor, director and producer. He grew up in a suburban Jewish family in the 1980s and possessed one of the wonders of that age a VHS camcorder. He taped his family in all sorts of situations and made those old tapes the basis for this sitcom. It seems the Goldbergs were always shouting at each other or throwing tantrums. It’s a very high-decibel show. It’s well-cast, with Jeff Garlin (from Curb Your Enthusiasm) as the loud dad and George Segal as the cranky granddad. But one gets this feeling this romp is going nowhere, except into sentimentality. This is the old story for sitcoms based on childhood. Also airing tonight Marvel’s Agents of S.H.I.E.L.D. (ABC,<a href="http://lafabbricadeglispot.it/wiki/index.php?title=Utente:Gmrmmylb7#Rogers_confirms_Vodafone.E2.80.99s_Laurence_as_new_chief" rel="bookmark">Rogers confirms Vodafone’s Laurence as new chief</ a>, CTV, 8 p.m.) mystifies me. Not being a scholar of the Marvel comics genre and unfamiliar with the movie The Avengers, I’m at a loss in giving expert advice. It comes from Joss Whedon and it’s about “the missions of the Strategic Homeland Intervention, Enforcement and Logistics Division.” So there. Also, agent Phil Coulson (Clark Gregg) is alive and “assembling a team of humans to investigate supernatural happenings.” From what I’ve seen (the pilot was only made available for a short time online in June while I was on vacation), it’s witty and has cool gizmos. Enjoy.</html>
Canada’s got talent. How do you attract it-
<html>The downtown move shows how critical the need to attract talent has become, particularly with those under 30, who tend to place high emphasis on work-life balance, the company’s reputation in the greater community, and the quality of the workplace environment.
Coke’s former facility, in Toronto’s inner suburb of Thornhill, was, in comparison a “grimy, dark place,” according to Dave Moran,[http://jwc2.hlbrc.cn/jwc_web/Review.asp?NewsID=964 NFL admits officials blew another call on Monday night</ a>, Coca-Cola Canada’s director of sustainability and community investment.
“The heating and ventilation didn’t work well,” he says. “It was boiling hot by the window, and freezing cold everywhere else.”
For Coke, exploring options for a new facility – an “exhaustive” process, according to Ms. White – was about balancing the diverse needs and preferences of its 400 employees. Internal surveys and direct engagement showed that the company’s people put high value on concepts such as sustainability and accessibility, and that a downtown office – with ready access to public transit – was in line with these values.
Another consideration was brand alignment, a factor that is particularly important for younger workers. In reflection of Coke’s brand, which stresses social consciousness, sustainability and positive thinking, the new facility is designed to achieve a LEED Silver rating, and is equipped with bicycle parking, showers and furnishings made from recycled materials.
The move complements other recruitment and retention efforts. “We emphasize flexibility, whether that’s through the pension plan, benefits, or the ability to work from home,” says Ms. White. “We measure the attractiveness of these policies, and believe what we have is appealing for job seekers today.”
All this comes amidst a generational upheaval in the way people perceive their jobs. Gone are the days when skilled workers were willing to endure long commutes, outdated facilities and drab work spaces. Today’s job seekers use social media tools such as LinkedIn to maximize their options,<a href="http://www.wikinava.org/portal/mediawiki/index.php?title=Usuario:Lziytomz4#Overcompensating-_New_York_introduces_texting_zones_for_driv" rel="bookmark">Overcompensating- New York introduces texting zones for driv</ a>, and are consequently becoming more selective. They are also on the constant lookout for greener pastures, and much less averse to career change than they were in the past.
Canadian companies have also grown increasingly competitive in their attempts to lure top talent, and the percentage who see this as a challenge – 34 per cent, according to a survey by HR consultancy firm Manpower – is the highest since 2007. Furthermore, competing isn’t simply a matter of outbidding competitors for top candidates: Workers are considering a much broader range of criteria.
“It’s different than 20 years ago, when compensation was the most important driver,” Ms. White says.
Part of the challenge is that the preferences of workers have become increasingly diverse. For example, while only one in five baby boomers use social media for both work and personal reasons, nine out of 10 twenty-somethings do. Younger workers also expect flexible hours, the choice of determining their schedules for activities such as training, and the option to work from home. According to a recent study by CompTIA, 49 per cent of Generation Y respondents stated a preference to work in the office three or four days a week.
“One challenge we face is the multigenerational work force,” says Ms. White. “We have people of a very broad spectrum of ages and backgrounds who all have different expectations of the employer brand.”
“I think the interesting thing in today’s society is you have a variety of different generations,” says Koula Vasilopoulos, senior regional vice-president with HR consultancy Robert Half Canada. “You need to be able to appeal to them all because there's fantastic talent in every demographic.”
This means there are no hard set rules for managing talent. “There’s no magic bullet that’s going to attract the people you want,” says Alan Saks, professor of human resources management at the Centre for Industrial Relations and Human Resources at the University of Toronto. “It’s not just going to be straightforward or simple.”
Younger workers, however, will ultimately determine the future of companies such as Coca-Cola. “One of the things we found out, particularly with millennials, is that they want meaningful work,” Ms. White says. “A social connection to the organization is incredibly important.”
The experts weigh in
Here’s what three experts have to say on Coca-Cola’s downtown move, and what businesses need to do in 2014:
Koula Vasilopoulos
Senior regional vice-president,<a href="http://keyamassociates.com/Patriots-Jerseys-For-Cheap.html" title="Authentic Patriots Jerseys Sale">Authentic Patriots Jerseys Sale], Robert Half Canada
Coca-Cola’s downtown move makes sense in a large city such as Toronto, where commute times from the suburbs are long, and public transit within the city is well developed. The picture would be very different in Vancouver or Calgary,Authentic Giants Jerseys Sale, however, which don’t have the same geography, infrastructure and downtown demographics. In some cases, a facility in the suburbs would make more sense.
When it comes to recruitment strategy, companies have so many more options for exposure today, particularly through online media,Authentic Giants Jerseys On Sale, and they need to leverage that. Organizations should constantly be communicating the value of their company through their network. It’s all about being proactive.
Alan Saks
Professor of human resource management, Centre for Industrial Relations and Human Resources, University of Toronto
It’s not a one-size-fits-all world any more. You really have to look at the bigger picture of the organization – its culture, its strategy and what it’s all about. Furthermore, all departments need to be engaged.
Technology can be a powerful recruiting tool, but it’s important not to get carried away, because the fundamentals of talent management still stay the same. You still have to employ the same learning principles and design factors that go into an effective strategy.
Frances Mote
Director, Niagara Street Consulting
The key to finding and attracting the right people is the ability to see the worker’s perspective. Organizations need to fully understand the job position they are trying to fill, and what makes it interesting and challenging. Young workers, in particular, have little patience for unfulfiling work.

Tony Romo outplays Peyton Manning but Cowboys still lose
<html>Both quarterbacks in this contest had great games but Peyton Manning's Broncos come out on top due to a late Tony Romo mistake.
Manning showed no signs of slowing down, throwing four touchdowns and rushing for another. Romo showed he can do better, throwing five touchdowns, but throwing a late interception, leading to a Matt Prater field goal to give the Broncos a 51-48 win over the Cowboys.
Romo was on his way to leading a game-winning drive when he was picked off by linebacker Danny Trevathan. Oracle Team USA wins America's Cup
<html>Olympic champion: Sailing is not elitist Oracle has appeared determined to make life difficult for itself since the start of its defense.
The team was given a two point penalty and fined $250,000 after illegally placing lead pellets in their catamarans to gain extra weight.
The incident also cost three crew members their place on the team.
Racing in AC-72 catamarans, the first time these boats have been used in the competition,Authentic Giants Jerseys On Sale, the crews expect to sail at around 40 knots or 74 kilometers an hour.
Excitement is never far away -- but then again, never is danger.
Only last March, British sailor Andrew Simpson died after being trapped under a catamaran in an America's Cup training session with Swedish team Artemis.
Last October, the Oracle team came perilously close to an accident of their own,Authentic Patriots Jerseys Sale, while the Emirates boat has also had its own share of scary moments.
But this past fortnight has brought sailing to the forefront of world sport with Oracle's miraculous fightback set to go down as one of the greatest of all time.
With both teams needing to win the race to get its hands on the trophy,<a href="?mod=viewthread&tid=34134" rel="bookmark">Tony Romo outplays Peyton Manning but Cowboys still lose</ a>, a tight fought affair was expected.
But despite a good start from Team New Zealand, it was the reigning champion which dominated.
Led by Britain's four time Olympic gold medalist Ben Ainslie, who replaced John Kostecki as the team tactician with the score at 4-1,<a href="?title=Usu%C3%A1rio:Laiiunie3#NY_probes_rights_sale_of_World_Trade_Center_name" rel="bookmark">NY probes rights sale of World Trade Center name</ a>, Oracle roared back in dramatic fashion.
Ainslie is the first Briton to experience victory at the event since Charlie Barr led the American team Columbia to three consecutive victories in 1899,Authentic Patriots Jerseys On Sale, 1901 and 1903.
The champagne was in full flow by the time Oracle made it back to dry land with fans in raptures at the side of the port.
"It really is all about the team," added Spithill. "On your own you're nothing, the team make you look great.
"I'm so proud of the boys. We were staring down the barrel at 8-1 but the boys didn't even flinch. It was a fantastic team effort."
Team New Zealand skipper Dean Barker was left inconsolable at the conclusion of the titanic tussle.
He added: "I'm incredibly proud of the team and what they've achieved but gutted we didn't get the last win we needed to take the cup back to New Zealand.
"It's hard to swallow."</html>
