Again, I am not trying to minimize the magnitude of the threat, it appears to be a genuine one. However, attacking the problem like the politicians attack and fail at all other problems, great amount of fanfare at the onset, followed by bureaucratic bungling immediately afterward with no accountability for results, gives me little hope that this battle will be won. As with most government programs, everyone is in charge (EPA, Army Corp. Of Engineers, Interior Department, Great Lakes Czar, Fish Czar, state governments) but no one will be held responsible for failed results. That's where I net out.

Getting funded via settlement loans relies principally on these three key factors: (1) retain competent legal counsel; (2) reserve lawsuit loans for cases in which demonstrable injuries exist; and (3) be prepared to produce requisite expert testimony, either by way of reports or depositions/affidavits, to establish a credible nexus between the incident to which injuries are attributed and injuries resulting therefrom.

AThat cannot be answered simply because many factors are involved. Do you have an existing pond with a submersible pump or aboveground pump? What's the volume of the pond? Do you have fish, and if so, how many? What size plumbing pipe is being used? This is so involved, I have devoted an entire chapter in my construction manual to the subject. I have an 8000 gallon pond with aboveground pump and I use a pressurized biological bead filter. It takes 2 minutes to back flush with the turn of a handle and keeps my pond crystal clear.

Prediction: you can kiss the Great Lakes ecosystem good bye. The courts are involved, overlapping Federal jurisdictions, politicians, and departments are involved, state governments and politicians are involved, and after many, many years, the fish are still winning and getting might close to the Great Lakes. There is no plan for fighting this battle. If there was, one would have thought it would already be in place and working, it is not like this problem just popped up yesterday.

A typical liner pond can be 6 feet by 8 feet, and depending on who is installing it, could cost between 2,500 and 3,500. The other dimensions are pretty much proportionate. Liner ponds are susceptible to leaks from punctures, gophers, and rats, etc. Concrete ponds last for decades and on the average cost only 20% more than liner ponds.

We use elevators and escalators every day, and no machine is reliable enough to be problem free. However, that doesn't mean that someone who is injured in an elevator or escalator accident shouldn't be compensated. When building owners don't properly maintenance their elevators and escalators, people are going to get hurt.
