It is basically like the lighter or match for that cigarette: without it, the electrical cigarettes could be worthless, because the smoker can't do just about anything like drink the e-liquid, they're completely still having a useless cigarette unless they maintain a charged battery on hand, and some e-liquid to refill their cigarettes with or some disposable e-cartridges, which some e-cigarette kits have.
After smokers are past their initial hesitations about choosing to buy electric cigarettes or buying starter e-cigarette kits, they generally manage to increase the risk for switch completely. Non-smokers aren't complaining either, so that it seems everyone seems happier!
