What is a Small Business SEO Consultant? Is it a small business run by an SEO Consultant or a consultancy for small businesses?

In my case it is the later; I like small business and what’s more I want to give them a chance against the monstrous global corporations. The sort of company who thinks it is their right to take away the chance of earning a living from the small guy.
